The key outcomes of import replacement initiatives in road building industry.
Rosavtodor road building sites are operated by over 80 domestically produced asphalt and concrete facilities and over 360 Russian pavers. These were the numbers announced by the Deputy Head of the Federal Road Agency Oleg Stupnikovduring the business session at the conference “Russian road building. Road building machinery and facilities: import replacement and prospective development”. In course of his presentation at the plenary session Stupnikov noted that starting from this year, as per five-year road construction plan approved by the Government of the Russian Federation, the Agency already launched more than 300 initiatives that encompass over 45 cities. Moreover, last year Rosavtodor successfully initiated road construction in republics of Donetsk and Lugansk, Zaporizhzhia and Kherson regions. In particular, more than 1000 km of roads in these regions of Russia became federal. Such challenging aspirations, as he states, require considerable resources, including those of road construction machinery. As of today, according to the analysis performed by the Federal Autonomous Organization “ROSDORNII”, the general demand accounts for more than 33 thousand of units. In addition, Russia shows a definite upward trend in road construction machinery that has to be supported.
The Federal Road Agency pays great attention to this issue, as it collaborates with domestic manufactures to put into practice dedicated activities aimed at increase of output and enhancement of the most demanded types of road building machinery.
Apart from that, prior to the serial production, it shall subject to qualification test on federal highways. For example, since 2022 Rosavtodor is engaged in qualification of the domestic road paver “Desna 1800” on its roads, along with the test operation of domestically produced pavers and concrete-asphalt facilities. “If earlier such activities were carried out separately, in 2023 a comprehensive facility fully consisting of domestically produced machines was compiled at a reconstruction site of the highway M-7 “Volga”; the latter comprised asphalt and concrete facility, trucks, road paver and rollers” – shared he. According to the speaker, the result of this experiment confirmed that the mixture produced by the Russian company and material paved using domestically built machinery are perfectly in line with any regulations.
Oleg Stupnikov shared with attendees that the outside expo presents an upgraded model of domestic tracked paver “Desna 2100”. The engineering process took into consideration requirements and proposals of contractor organizations put forward in course of actual design activities at road sites. Apart from that, the speaker shared his experience with regard to the use of domestic motor truck concrete mixers and plans to construct adomestic self-propelled rotary tiller.
In conclusion, the spokesperson mentioned that the experience gained by Rosavtodor in 2024 is expected to be scaled to encompass other machine types. The Deputy minister for Transport of the Russian Federation Dimitry Bakanov presented a set of comprehensive measures set forth in the basic plan to increase the share of domestic production on the market, approved by the Vice-prime minister of the Government of the Russian Federation Denis Manturov. The aforementioned measures are currently introduced directly by the Russian Ministry of Transport. The speaker reported that last year the cross-ministerial working group of the Ministry for Transport and Trade continued activities aimed at lowering dependency of road building industry from import of machines from abroad. Moreover, the Ministry of Industry and Trade raised the question of machine production stations; these measures are currently under discussion with Rosavtodor. Within the framework of the conference the “NPO “GKMP” LLC presented a brand new domestically produced tracked road paver “Desna 2100”. This new specimen is an upgrade version of the first domestic tracked road paver “Desna 1800” intended to pave any types of asphalt and concrete mixtures in the range 2,5 to 13 m wide and 30-300 mm thick. Since 2022 this model has been subject to qualification test at sites of Rosavtodor in order to qualify the entire cycle of technological operations related to the paving of asphalt and concrete mixtures.
For example, the said specimen was subject to the qualification test while construction and reconstruction of such highways as M-5 “Ural”, M-7 “Volga”, A-289 Krasnodar – Slavyansk-na-Kubani – Temruk – highway a-290 Novorossiysk-Kerch. The upgraded model of the tracked paver “Desna 2100” is equipped with a comprehensive compact hydraulic platform with gas or electric heating of the screed to ensure high quality pavement of asphalt and concrete mixtures while continuous operation.
The Deputy General Director of the “NPO “GKMP” LLC Dmitry Alfimov stated that the upgraded model is peculiar with better width and capacity, enabling to embed high-tech compacting and reliability, as well as enhanced efficiency. This feature might help to use this model for road construction of federal, regional and local scale.
The adjustment activities resulted in considerable insights, engaged specialists of contractor organizations that use such machines, that in the end of the day significantly improved the ergonomics of the paver. In particular, the control and maintenance system were simplified, the transportation improved thanks to the foldable elements of the construction. “I am convinced that this model will contribute to the stock of machines of contractor organizations and will be welcome at road construction sites. As of today, “Desna 2100” is in focus of contractors.”, - said the Deputy head of the Federal Road Agency Oleg Stupnikov within the framework of the presentation. The development of Russian road building machines is intended to ensure technological independence of our country’s economy.
